Information Management, Access and Privacy in Ontario Municipalities       

This session will cover managing the records of your municipal corporation, both paper and electronic, including your day to day records and records held for longer retentions. You will learn the basic functions to look for when purchasing electronic document records management software. The session will also cover how to process and track formal requests made under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).

Records Management (RM):

  • The importance of having a corporate RM program
  • The RM program implementation plan
  • Learn how to manage your active and inactive records
  • The Ontario Municipal Records Management System (TOMRMS)
  • What to look for in electronic document records management software


  • Understand the scope and principles of the Act
  • Learn how to process access requests
  • Learn how to apply the exemptions and exclusions
  • A simple method of tracking your requests using MS Excel
  • How to manage privacy breaches

Why Attend:

While working for a municipal corporation we all encounter personal information, third party information and confidential government information in our daily work. It is your responsibility to understand how to manage that information and how the MFIPPA Act applies. Also, all municipal corporations in Ontario have a number of statutory responsibilities under the Municipal Freedom of Information and Protection Act, the Municipal Act and recently under Bill 8 which require that measures respecting the municipality’s records are developed, documented and put into place to preserve them in accordance with recordkeeping and records retention requirements, rules and policies. Attend this session to learn how to become compliant with these requirements.

About the Instructor:

Recently retired, Jim Purser has 27 years of experience in records management and information access and privacy in the Kingston and London City Clerk's Offices. During that time Jim was an active member of AMCTO as a marker for the MAP program, a member of various AMCTO committees, a workshop trainer and as a presenter at AMCTO conferences.
